They do.

As standard, models are actual size.

In battle, they are scaled down.

More work goes into scaling them down than would go into just putting them in actual size

I think that they chose not to do scaling in battle so that players can continue to get this “Retro” camera angle that wouldn’t be possible If Pokemon like Wailord and some of the legendaries were actual size. They’d have to make the camera much more dynamic.

Its because GF is obsessed with having the camera behind the mon as opposed to just always having dynamic cam like in the Stadium games

Maybe they don't want one trainer's Pokemon to take up most of the screen. That said, the Wailord should've been made somewhat larger.
