>>44591215I think if you were to look at the numbers it'd be about equal, but the thing with Gen 2 is it only makes up 40% of the New Pokdex no matter how you slice it, so there seems to be more shitty new Pokemon. Plus, playing it for the first time you're out there searching for newly discovered monsters so when they end up being terrible it sticks out to you. Many of them are pretty average in-game and suffer from shit movepools, making it similar to Gen 1 in that way, and it seems like there was more care taken to improve on the existing Pokemon's moves than anything.
Gen 3 really has the same problem, a lot of cool new designs that are just utter shit statistically or by movepool, it also happens that the Hoenn monsters are distributed a bit more logically due to a different design philosophy. Even still, 1% encounters are almost always shitmon.
