I just realized that the entire region of Kanto is sloping up north. That simultaneously explains cycling road and the ledges all over the map that always lead down, but never up.

In-universe wise there must be something there, even if it's never mentioned or something non-notable like a bunch of trees and grass. I'd play a hack that fills in all the empty space with something.

At least Link's Awakening remake artstyle made sense, seeing as Link was dreaming the entire island and all its characters. It's reflected in the credits with a far more refined artstyle when Link wakes up.

GSC Kanto is actually a lot smaller than the real Red and Blue Kanto. Even besides all the areas that were actually cut, It was not a 1:1 remake in terms of scale.
