If you weren't a complete noob, you'd know that the two would co-exist with each other.
On one hand
>Bulu is naturally stronger and outclasses Rillaboom's Choice band/scarf sets
>Fairy Type lets it come in for free on more things and easily retaliate
>Horn Leech and Leech Seed to augment recovery
On the other hand
>Rillaboom is naturally faster which comes in handy for the times Grassy Glide isn't enough if we're talking wallbreaking
>U-Turn and Knock Off, something Bulu would kill to get on its movepool, which arguably makes Band/Scarf Rillaboom remain viable choices (momentum vs 5 more points in base attack, it will come down to preference)
>Not a fairy type so it can easily fuck over steel types

It will be exactly like Pelipper vs Politoed.
Pooitoed has fancy Hypnosis, Focus Blast, Yawn, Encore, Perish Song, Haze, better bulk, better speed, and Stealth Rock Neutrality.
Pelipper has only U-turn, Defog, Hurricane, and some SpA, yet it’s leagues better than Politoed.

Now compare Tapu Bulu to Rillaboom, and the amount of advantages Bulu has over Boom is far less than Toed has over Pelipper.

In some cases yes as Rillaboom has access to u turn, knock off and fake out which tapu bulu doesn’t have which can be helpful in some situations. really I wouldn’t call bulu a better Rillaboom rather Rillaboom is basically a sidegrade to Bulu and in in this regard, they can coexist.
