Unfortunately, SwSh is kind of a mess to actually make difficult (you can't add trainers AFAIK, and there's less than half the trainers in SwSh as there are in USUM or something ridiculous) and the always on exp share makes balancing difficulty hard. It's also impossible to add back in the missing Pokemon.
Keep an eye out for it, but allegedly it's taken and still needs quite a bit of work
