Japan doesn't care about canonity, they literally started giving starters randomly like how Blue has Eevee but Red and Leaf have Charmander and Squirtle.

If you're referring to the Art-FX figmas there's at least some rhyme or reason there.
It's OG Red and OG Blue with Pika/Eevee respectively and the FRLG Red/Leaf have Charmander and Squirtle. Oak got Bulbasaur and naturally FRLG/HGSS Blue gets Pidgeot.
