Porygon and Kadabra are definitely banned, and Jynx is probably banned-ish. Typhlosion is a final starter evo which don't appear too often and I guess just had poor luck. Arcanine has a weird legendary status and that might prevent it from appearing as often. Omanyte and Kabutops are fossils, makes sense. You can't do much with Pupitar. Nidorino, Cacturne, Walrein, and up until recently Marshtomp are the real notable ones here but again, it's probably just bad luck. Writer didn't look at Walrein and think "yeah I'll give that to Team Rocket this week".

He's banned from the card game, probably supposed to be banned from the show (the AG appearance is probably considered an error of judgement) and, while he is of course still available in the games, if you try to trade him with an Everstone it will not work and he will still evolve. This seems to be intentional as it has never been corrected after over 10 years.
