It was formerly the "awkward middle stage" of the Pikachu line, but then Gorochu got shitcanned.
After the anime, it was made a designated jobbermon for Pikachu's sake, and a fundamental law was written that Raichu isn't ever allowed to be seen as "better" than Pikachu unless Pikachu triumphs over it by the end.
