There is none, everything about it screams "fast".
These fucking retards should compensate for that by making every pokemon that looks "slow" fast as fuck. Give Snorlax a base speed of 140.

yeah locally itd seem fast, but a human outruns a fly.

Its slow, because bugs are slow, and there has never been a fast bug. they seem fast because their tiny as fuck, and they are moving distances that seem impressive for their size.

Vikavolt is like a flying beetle. Is a flying beetle fast as fuck? no, but its pretty terrifying to see it fly and hover its fat bug body in the air and zip 2metres away to another spot, and another spot if it wanted.

But if it was flying in a straight distance, youd outrun a vikavolt.

They'll give it Speed Boost via Mega (if they come back 2 gens later) or through some new ability gimmick.

It only has one ability (Levitate) so it can technically still get speed boost as a hidden or even a second normal ability

travel speed =/= combat speed
Vikavolt takes time to charge attacks, so even if it can get into position quickly, it can't really attack first.

Apparently different people give the pokemon its stats. It's part of why the dex entries don't entirely match up with how slow it is, same with Escavalier.
