Everyone talks about fully-evolved Pokemon who should be buffed/nerfed/changed, but no one ever talks about LC/NFEmons who could be buffed to serve niche roles

Here's an example:
Togetic:
-20 Attack
+20 Speed
+20 Special Attack
+20 HP

With Eviolite, Togetic could function as a bulkier, but less offensive version of Togekiss. Togetic in past lower tiers has been used as a bulky wall with niche offensive capabilities. It's boosted Special Attack gives it's attacks more of a punch, without making it as good as Togekiss in terms of offense, and it's higher Speed allows it to outspeed slow Pokemon without making it as fast as Togekiss. The boosted HP allows it to be a better wall, possibly better than even Togekiss. The downside being Togetic is reliant on Eviolite, while Kiss can use whatever item it wants
