It would make him dependent entirely on Hail to have his ability be useful.

His other abilities are great outside of it. Hell Oblivious makes him basically the best Landorus T counter ever.

Oblivous blocks taunt, which means even if you invested entirely within defensive stats for Lando T, Ice Shard will OHKO.

Meaning as long as Mamoswine is alive, Landorus is basically fucked.
