Funny enough, looking at Bisharp is how they basically should have done it. The shape as is, is really inorganic. It might honestly be in reference to looking like a Scallion or mexican green onion, like one anon joked, but that's just a theory, no I'm not doing it.

I'm not trying to say anything on purpose, what I'm doing is just redraw the pokemon based on what the thread provides. And the ultraman I posted has no real relation other than "oh, the two guys kinda look alike."

What a coincidence, this reminds of a sketch I did of a gallade the other day. I tend to like drawing them with a sort of "tunic" like kilt, similar to that of it's evo family's sort of thing, instead of it having that wast line.
