can only trigger once per use, Damp negates it, Rain Dance reduces the damage in half

Increases the user's Speed by two stages and the user's Special Attack by one stage. Essentially an Ice-type, specially-oriented Shift Gear.
Learned by Pokemon whose bodies are made of snow and/or ice, or at the very least have it somewhere on their bodies, such as Beartic or Mr. Rime.

Put it on a powerful mon to take it’s stab away. Game Freak does it all the time to things like Slaking, Regigigas, Shedinja, etc.
Idk what the lore behind such a mon would be though...

if it were a move like imprison that allowed the user to stop opponents using Stab or quiver/dragon dance it would be incredibly useful for shut down. being used for anti-choice, anti-setup, anti-sweep and especially anti-chansey.
