They're to the Orre region what the Italian mafia was to Las Vegas (if Bugsy Malone was a kingdom hearts fan). In Pokemon Colosseum they essentially owned the entire Region and were turning pokemon insane in order to make lethal pokemon battles popular. In Gale of Darkness they got the idea to start turning greater Legendary pokemon evil to take regions by force.
