Tyranitar wasn't a defining Pokemon of competitive play until Gen III, and if anyone tells you that Snorlax wasn't the best Pokemon in the game in GSC they're trying to decieve you.

clefable was considered the best pokemon of gen 6, was extremely good in gen 7, and is again one of the best pokemon in gen 8
so the clefable era sounds fair to me
the only other candidate that makes sense to me is lando-t thanks to its status as glue, and that isn't in gen 8 yet

Moreover, true dominance isn't measured in usage in itself, but rather the gap between #1 and #2. Gen 1 has three or four Pokémon hovering around the 90+ mark in the Normals and possibly Egg, Gen 2 has Snorlax on 90+ and probably Cloyster as the #2 on 60 or so, I guess.

Which other number one has had a usage 30 percentage points higher than number two?

Snorlax was S tier in gens 1 and 2.
TTar was S tier in gens 3, 4, and 5.
There's no mons that were S tier in gens 6, 7, and 8.
Clef is S tier in 6 and 8, but only A tier in 7.
Toxapex is S tier in 7 and 8, but didn't even exist in 6.
Lando-T doesn't exist in gen 8 yet, so it can hardly be considered defining.

The short answer is that the game is more playable with Snorlax than without it. Snorlax enables offense. Compare with something like Celebi, which may not be quite as good as Snorlax, but still banned. The official explanation is that Celebi is an Uber legendary like Ho-Oh, Lugia, Mewtwo and Mew, but the real reason is that Celebi's Leech Seed-Heal Bell-Recover shenanigans are cancer and prolongs games needlessly by a hundred turns.

Different pokemon define singles and doubles now. I would say Mimikyu has defined singles for Gen 7 and 8, and Incineroar has defined doubles for Gen 7 and 8.

gen 3: sand stream is a ridiculous ability that is basically required to deal with a bunch of fat shit (suicune, snorlax, zapdos), access to dragon dance means that most teams are only a couple turns away from getting swept (especially with the lack of choice scarf), great movepool in general (even has 95 special attack and access to flamethrower+ice beam so it can run mixed sets easily, also pursuit trapping is always good)
gen 4: rock-types got a buff in sand so tyranitar's base special defense is basically 160 now, physical/special split lets it pursuit stuff without having to be mixed, chople berry lessens its weakness to random focus blasts, stealth rock
gen 5: basically the only way to counter the two most broken things in the metagame (gets rid of rain and pursuit traps latios)
