>>44651443I remember reading they chose psychic because at the time it was perceived as a "strong type, the type most fit for a legendary", so they made lugia psychic because they wanted it to be strong and cool like mewtwo. Granted that begs the question why isn't ho-ho psychic/fire, or why isn't lugia psychic/water. I've never seen any comment on the flying type choice, but my guess is that they didn't want a bird legendary to be weak to EQ, so they made if fire/flying, and since one was flying, the other was made flying as well to match.
