None. Each and every Pokemon exist for a reason. Contrary to popular /vp/ belief, shitmons, gimmickmons, and "Pokemon I don't like" aren't dex filler. Basculin, like >>44642664 and >>44642670 said, is the closest to "dex filler" as you can get, because it was admittedly rushed after Gamefreak realized they didn't make a common fish Pokemon.

Gen 1: Ponyta and Rapidash
Gen 2: Stantler, Octilery line
Gen 3: Sableye and Mawile
Gen 4: All baby forms. Also lumineon line.
Gen 5: Half of the dex, starters included.
Gen 6: Everything besides starters and legendaries.
Gen 7: Lurantis line
Gen 8: Every fossil that's not Dracovish. Applin line

I only consider the gen itself so gen 1/3 fillers were revisited eventually. But gen 3 megas are now dead, so they're dexfillers again.

Couldn't a lot of the Unova dex be considered dex filler since about half of them were only made to fulfill specific roles that previous Pokemon already filled?
Don't get me wrong I love a lot of them, but would Maractus really exist if they allowed themselves to use previous gens Pokemon? A lot of them feel like "oh shit we need a pokemon for (location) and we can't use (Old Pokemon)"
