If one were to seemingly softlock themselves in Cianwood City with only a single Pokemon in HeartGold and SoulSilver, a man in the Pokemon Center would give the player a Tentacool to carry on with the game.

If you have only 1 Pokemon the NPC gives you a tentacool. If you release Pokemon until you have 1 left, it will give you another. You can get as many as you want.

Couldn’t you just trade a Pokémon that knows surf and never pick up the HM. Then soft lock the game and the tentacool would be useless.

Gen II introduced the series tradition of having multiple useless water HMs, and Tentacruel learns all of them + Cut. I always named mine USS Idaho and it carried me well across the seas of Johto and Kanto.
