Nah, I think part of why Doubles stands out at the moment is because of how rare it is, if you made it the universal battle format it'd just become the new Singles format. More optimally should be a balance, have Singles still be the most prevalent but don't have it be a large majority, sprinkle in a good number of Doubles, Triples & Rotation Battles for some 35-50% of the game and give weird shit like Inverse & Horde Battles appearances that count towards another 5-15%.

Pokémon games should have all their gym battles and professional challenges be Doubles. Joey the bug catching kid and other average trainers of similar mentality, maturity, and intelligence should battle in Singles.

This. Gym battles should follow certain rulesets and be centered around strategy rather than monotype HURRR DURR IM A WATER TYPE SWIMMER AND A MODEL
Street Battles can be singles, doubles should be reserved for the official matches aside from maybe the first gym.

Nah, the games do it pretty well.
The professionals do singles, most normal people do singles, and doubles is reserved for a small handful of battles like every other gimmick.
The only gym leaders who try to do doubles professionally are a pair of children and an "influencer".
