Once they get in power they start enforcing their stall agenda in their favorite tiers and ban everything that forces them to play the game instead of pussyfooting for hundreds of turns.
The main reason why vgc isn't dead despite official formats being awful and gamefreak being pants on head retarded is because smogon keeps allowing the stall mafia to run unchecked and ruin the enjoyment of tiers for normal players.
