How the actual FUCK did these designs never see the light of day?

The quality and logistics of implementing the rest of the dex is questionable but it's fucking inexcusable that these ones never saw the light of day.

The worst part about all this is games scarcity of Ice, Ghost, and Dark types could have been alleviated with the icemen, panda ghost, and bellcat with the ball cat line I can see a case of being too similar to Electabuzz and the region still had Lanturm and Ampharos but the other 3 are fucking inexcusable
