It also doesn't help that Zinnia is such a fucking non-entity in the main plot that she comes off forced to be involved, they really shouldn't have bothered having her be an undercover agent for Team Magma/Aqua when her role is pretty much pointless.
I think it would've been more interesting if the Delta Episode focused instead of Rayquaza responding to the impact of Primal Groudon/Kyogre by causing weather to change trying to reset Hoenn back to an earlier state as a sort of autonomic process similar to how sometimes our immune system overreacts to external entities, and so the player has to go and stop Rayquaza, first by finding the Draconid's home in Meteor Falls which should've been made into a settlement that the player could visit and having Zinnia act as a sort of rival wanting to prove herself as the successor for the Draconid people by surpassing Rayquaza's power. Have some shit where it's explained that there are Draconid Elders scattered across Hoenn hidden away who the player must seek out and bring to Sky Pillar to quell Rayquaza, having each Elder possess one of ORAS' new Megas thus giving those Pokemon screen time. You could have some of the elders be a sort of mini-questline that situates itself around a particular settlement (Fallarbor and Lilycove still felt pretty underdeveloped as far as locations went) and have others hidden away in new post-game dungeons, maybe one in Mt. Chimney as a new version of Emerald's Magma Hideout while another might be in an underground section of Mt. Pyre, etc.
