That'd be like saying Grimmsnarl should be a ghost type. Kobolds were evil spirits who poisoned miners, but Goblins were dark and cruel, cunning monsters, and the dark typing both reflects his prankster nature (dark is even immune to other pranksters now), his habit of terrorizing those who get too near, and it's goblinoid heritage. Impidimp is another goblin based pokemon and it's comparisons to Sableye at base are still quite valid, given that it's also a dark-type goblin with the other spirit-based type. It just learns more to the mischevious side than malicious; Impidimp just annoys people to feed off their frustration while Sableye terrorizes, attacks, or even kills invaders once it's been riled up. Also the Hopkinsville Goblins were another basis of it and likely also helped with the Dark typing and jewel motif (they attacked in the dark, terrorized a family for hours, and had glowing eyes).
Sableye does have some rock related attacks (Power Gem and Rock Tomb), but it itself isn't made of rock or a beast of stone. It's just a dark spirit who covets gems to greedily hoard and devour at it's leisure. The reason it gets Power Gem is because it "attacks with a ray of light that sparkles as if it were made of gemstones", i.e. Sableye is essentially shooting lasers out of it's gems. Which is pretty cool, but it's not shooting the rocks itself, it's just building up light in them and then shooting it back out (it's also how it probably uses Dazzling Gleam).
tl;dr, Sableye does have a gem motif, but it itself isn't rock type because that's only part of it's design rather than the entirety of it: the jewel motif comes from it's relationship and inspiration from Kobolds and Goblins rather than being it's entire identity.
I do want a Ghost/Rock type but Sableye is awesome as he is.
