It isn't weekly. It only appears once, I have checked it multiple times and in both HGSS and Silver and it never respawns.

I just did, thanks for the reminder anon.
He put two of my pokemon to sleep and paralyzed a third, but I'm sure he'll be a great addition to the mono-water team I'm using in this run

Funny, I'm just finishing up Crystal and I was seriously considering doing this, given how plentiful water-types seem to be in this game. I was thinking Lanturn, Quagsire, Poliwrath, Lapras/Cloyster, Starmie/Slowbro... maybe Tentacruel?
