>>44659123There is no game mechanic revolving around primary and secondary Types, and their order is meaningless. One still has to come before the other, so you'll get instances of Pokémon with the same 2 Types in a different order.
Also, if you've been paying attention, most Pokémon's primary Type actually do seem to be thought out. It's not literally ALL of them, but I'd say for at least 80% of them, their primary Type is deliberately the more important one. For example, most Bug, Dragon, Fairy and Ghost Types have that as their FIRST Type because they literally are that type of organism.
