My favorite Fly mon for BW, restoring a little Archen and then raising it to an Archeops that can actually fly you around feels good, like you both finally get to fly at the same time.

Neither of those are purely cartoon animals, they both have themes, which I thought you liked. Tyrantrum is a t-rex with a beard and feather-like bits and a crown brow to give it a regal/ruler vibe. Meanwhile Carracosta is an ancient turtle made to walk upright, and with a shell that invokes protective gear like a bulletproof vest.
