No it isn't, good Leftovers alternatives are Black Sludge (obviously), Berries, Boots. Nobody uses Shell Bell because it is too inconsistent.

If you're playing Gen 3, you have the Shell Bell, but you don't have Black Sludge.

Seems like the choice is clear to me. Also what this Anon said >>44665893 Shell Bell has better flexibility than Black Sludge for what Pokemon you can have hold it. It's not consistent, but some healing can be better than none.

I don't think you realize how low the damage recovered with Shell Bell is, even on Pokémon that do large amounts of damage.

I'd rather have no healing at all and a more useful side effect instead of this pitful shit.

The point is that while useless in competetive play by the mere existence of Leftovers, it does have some sort of in-game purpose in games where Leftovers is either rare, locked to post game, or just locked to the late game.
