It's a survival game. The only story is in the final bosses (there are a few) and some notes. Calling it open world is like calling Minecraft open world.

Stories need events to happen in a certain order.

When you let your players have an open world, even if you provide them with story beats that they're supposed to do, they're likely to spend a lot of time making their own fun with all of the other stuff that you provided to them. This means that you as a creator have zero control over the game's pacing, which is an integral part of telling a good story.
