Trubbish and Garbodor are obviously regarded by Gamefreak as sort of "the pikachu" of poison type. They haven't been left out of a game's core dex since their introduction, they have several parallels to Pikachu and Raichu, Trubbish's silhouette references Pikachu's head and ears etc.
