The DPt legends are part Dragon to make the more epic, whereas the BW legends are repeatedly called the legendary dragons throughout the story.
It's just a slight difference of priorities in their concepts, but ultimately an artistic choice that makes no difference in terms of game mechanics.... but neither do things like the color of a Pokemon, so type order is still an interesting bit of flavor.
