The real version of Canalave City, Otaru, was once an important port city but is now a cheap tourist trap for the Chinese. The city Eterna is based on is a city waiting to die. I remember walking through the town's mainstreet twice and saw one open store the whole time. There was a cabbie sleeping next to the rental car place, he was still sleeping in the same position when we returned the car. Even the healthiest city, Jubilife/Sapporo, has reminders of the Ainu who used to live there before the Japanese disbursed them.
Its no suprise that Sinnoh is subtely sad. I really want Game Freak to pick another Japanese locale and put their heart into it. There are lots of parts in Japan that have this sort of subtle sadness and decay to them.
