Powercreep is when new additions make the older stuff look weaker, which was not at all the case with the amount of shitmons introduced in Gen 2.

Easily gen 4.
Not only many pokemon were high BST mon but Stealth Rock made many pokemon useless.

Yeah, but all pokemon can hold items, got expanded movepools, and even new evolutions. Those are all outright buffs. The closest things introduced that could be confused as powercreep were the urgently needed nerfs to the things that were just plain broken in gen 1. All welcome additions unless you somehow actually liked the state of RBY's meta.

desu I don't think people acknowledge natures enough
the fact that they're % based means they become exponentially more powerful the higher the stat is, which encourages min-maxing to an even greater degree than there would otherwise be

I don't think Base Stats are really the best gauge of a pokemon's power either. Charizard and Typhlosion have the same exact stats but Charizard is far stronger due to actually having a movepool. Quagsire has rather middling stats, but access to STAB Earthquake and Surf and only being weak to grass are what makes it stand out.

Depends on what you mean, really.
If you mean power imbalance, then gen 1, easily. Pokemon has always been imbalanced.
But the power creep really isn't as bad as people act. There are Pokemon from every gen in every tier.
When new Pokemon are introduced, they're all over the place in terms of power. So the old mons aren't ever invalidated.
