While its been mostly debunked that smog on favors slow playstyles/stall, does the way smogon tiers and tests tend to favor defensive pokemon even if its not necessarily intentional?

Defensive Pokemon generally aren't as good as offensive ones.
Offensive mons get banned more as a natural consequence of their superiority than because Smogon has something against them.

The test system favors Stall because most high level players (aka the ones who can vote) got there by playing stall. This means they vote for things that benefit them, and by extension stall.
