Legends are basically two parade float paper mache animals, complete with lights and robotic animations. One should be a dragon because a lot of floats are, themed around the fun side of the city (Mardi Gras, parades, comedy, etc.); dragon/electric. The other should be an octopus parade animal, designed like a hurricane and showing off some tragedy. Either water/flying or water/steel.

A water/steel duck with airboat features, a bug/dragon dragonfly that has a rivalry with the anole, a huge poison/steel oil rig spider with an ability that makes fire types fuck it sideways, a fire/water oil slick looking marine flatworm that preys on the spiders, and a steel/ghost objectmon; picture a snakelike saxophone with an ability that boosts sound based moves (now we have punk rock, so I guess that).
There was also an idea for a bug/ghost bowl of gumbo with undead shrimp and shit, but that sounds even more retarded than the sax.

Haunted plantation, river shipping area, French quarter type area, parade float storage area where you fight the legend, postgame cypress swamp safari zone where you can find all three starters and more in abundance.
Elite four has a grass specialist, a water specialist, and a fire specialist. No idea for the fourth member, maybe just plain dark. Aces for the more fleshed out three are the the cypress tree, the oil slick, and the anole, respectively, to beat the starter type they’re weak to. Each starter type e4 member has whatever starter works with their type (so the water fella has a cottonmouth and so on), and every member has a mask of their type. The champion is a ghost specialist with the voodoo pseudo as their ace.
