Correct, pokemon are only good designs if they have charisma, there are no truly objective factors that make it good or bad, unless they have forced jobs/clothes like cinderace or machamp which break the immersion of how a wild creature should look

Cinderace is great, full of charisma and both cute and cool. But its not a wild monster. Thats why there are a lot of people that either love it or hate it. The clothing and soccer themes could have been more subtle, and its anthropormshism could have been slightly more natural. It could have been a character for a different franchise and it would had fit more
