Yeah it's because the adventure is based on the perspective taken from Masuda on one of his lavish overseas vacation trips; and then modified to fit the perspective of a young Japanese boy going on his first overseas vacation. That's why there are so many Tourist NPCs/Trainer classes in Kalos and Alola, and all those empty Hotels all over Kalos, Alola, and Galar. The Tourist NPCs are always implied to be Asian.
