Darmanitan leans into the "obscure monster with a clear origin" trope whereas Simisear is a straight up bipedal monkey. Zarude and Rillaboom are both bipedal grass monkeys.
Also Rillaboom and Zarude are a starter and mythical, respectively. Darmanitan and Simisear are just random regional mons. This is like comparing Magikarp to Goldeen. The only design comparison in the entire series that has similarities is Samurott and Keldeo.
And if we're looking at stats, Simisear is a mixed attacker whereas Darmanitan is specialized in one. Rillaboom and Zarude are both physical attackers, with Zarude gaining a little more bulk in exchange for a shittier movepool.
