This "right" if you can call it that, goes on unchecked. Anyone, including psychopaths, can walk into a Pokemart, purchase a few Pokeballs, catch some fire type, and then use it to burn your house down along with your family in it. Then gets into a deadly altercation with the authorities which end up getting him and the Pokemon killed.
