Spikes and Toxic Spikes also exist.
If it was just pebbles, Leftovers would be almost objectively better.
And if Leftovers didn't exist, stallmons switch so much that losing 1/16th adds up quickly. But leftovers do exist, so rock-resistant mons generally don't need boots.
