It's going to be just like with Blaziken and Speed Boost. Game Freak will never nerf this shit and the presence of Rillaboomer and Cringederace will oppress teambuilding variety even more than it already is

They’ll nerf Rillaboom because his viability was unintentional. Notice now Rillaboom can’t touch flying types and Inteleon can’t touch water types. They made those two intentionally worse in comparison to Shillbunny, the problem is they’re so incompetent they accidentally made Rillaboom good. Watch as the “nerfs” are incompetently done too.

It looks like a toss up or player preference, really.
They both have appealing moves that the other can't get, such as Boom getting U-Turn and Knock Off but Bulu getting Horn Leech and STAB Play Rough.

I don't know exactly what they'll do to nerf Rillaboom (especially since terrains were just nerfed this gen), but I'm sure GF doesn't like it outclassing Cinderace in the official meta.

Not him, but I like to intentionally use weaker Pokemon in playthroughs because it's generally a better playing experience than using overpowered supermons. A Pokemon does not need to be viable in order to exist.

In singles Rillaboom underspeeds M-Indeedee while still being faster than Bulu.

In doubles, Rillaboom speed ties with Indeedee-F but will still kill it immediately or just U-Turn out to another mon to reset the terrain later (or even kill it with U-Turn to do both at once) and also underspeeds Lele, who's likely going to replace it since it's broken as fuck.
