cool Rocket teams but those Johto leaders are trash. you really do not need Claire to be way stronger than 4/5 of the Elite Four, and you lose all the variety in number of Pokemon that Johto had. only improvements are Morty and Pryce, but those are easy to do better than

1. Flying gym should use somewhat bulky birds with mud slap.

The point of Silver is that he's an asshole and his pokemon hate him, and also no one wants to trade with him, so he has nothing but NFE except his starter. If Bugsy with a Shuckle could work gen 2 might be an actual independent gen.
