Well yeah we’re in post-Rillaboom meta where Water types struggle a lot in general. I don’t think anyone claiming Barraskewda would be good in November 2019 knew GameFreak would eventually create a grass Talonflame except bulkier and more powerful.

Tbf it's not like it was a bad prediction at Barraskewda being good, look at its stats and movepool. It's just underwhelming in VGC due to better options, but it's not absolute garbage. I can't speak for singles but I presume its just okay there as well.

Pure Water isn't that great offensively. Lacking STAB on Close Combat really hurts, Liquidation isn't exactly a nuke, and it also lacks the bulk and strong secondary STAB of Mega Swampert, or just the strong neutral coverage of a secondary STAB like Kingdra's Draco Meteor.

Barraskewda isn't actually very well minmaxed.
136 base speed is excessive for a swift swimmer.
109 speed would be enough for it to outspeed Scarf Dragapult, which is the fastest relevant mon in the meta at turn 1. Anything else would need to take a turn to boost.
27 points could be moved from speed to attack with no downside and without changing the BST.
