It doesn't have any elemental property to it, so taking away game mechanics, it shouldn't have a "type". Which in the anime, it doesn't, as Korrina's Lucario was also able to hit Hawlucha with Bone Rush.
This is one of the instances where the anime makes more sense than the source material. Bonemerang and the other bone attacks not working on Flying types is purely a game mechanic. The logic behind Flying being immune to Ground is that since they're in the air, attacks like Earthquake, Fissure, and Dig can't hurt them. But that logic doesn't work for the other Gen 1 Ground-type moves, which are Bone Club and Bonemerang, because again, those two moves are only Ground type because their users (Cubone and Marowak) are.
