Not really.
Evolved Pokemon generally tend to be superior to their pre-evolutions.
Eviolite is basically the only reason to run a NFE mon except in rare cases like Trapinch where the pre-evo has some ridiculously good ability.

OK, to follow OP's question

Make an item that makes an unevolved Pokemon viable (but not broken). Items exclusive to a specific species like Thick Club, Light Ball, or Stick are OK.

For pokemon that could mean changing 1 mon basestats to 110 while HP stays the same.

This not only would allow for amazing teambuildimg but unpredactibility
