If they implemented Madame into the game, they would fuck the design up somehow, so it's not even worth hoping that they'll put these old awesome beta designs into the newer games (especially since the newer games are liquid ass anyway), because they will fuck them up so bad.
The series no longer has an artistic identity, because they have decided to change the art style, so that's why people say the new Pokemon "don't look like Pokemon", and it's because they really don't.
Sirfetch'd is an okay design, but the only reason he's decent looking is because he's based on a gen 1 Pokemon, Farfetch'd, a Pokemon that came from the base, defining generation which defined what a Pokemon SHOULD look like, and what the art style should be.
