Why? Because Masuda suddenly started to hate Zamazenta for unknown reasons and wanted to screw it over. Zacian was given the objective best defensive typing in the game (Fairy/Steel) to rub it in Zamazenta's face.
Other changes were taking Zamazenta's signature move, Body Press, and taking it away and giving it to basically everything else, and making Zacian's stats absurdly minmaxed instead of just giving it Zamazenta's stats with the offenses and defenses switched.
