Besides the kanzeban edition adding the Origin segment, he's almost the same character. The main difference is that in the dub he's pissed and wants to destroy everything while in the sub he just wants to beat the shit out of the original Pokemon with his clones to prove a point. His motivations and attitude toward Mew and humankind are the same. All the Japanese version does is add a bit more nuance to it but it certainly doesn't break the movie, while the Origin segment is dubbed (albeit separately) but really only works to make Mewtwo's story more sympathetic (when really he was in the right even in the regular cut of the film).
