Unironically yes.
Nagadel and Melmetal alone are broken as fuck but he also has the Ash Greninja, Mega Luke and Dragonite who are very solid as well.

Hilariously, just like Leon, the weakest member of his team is once again the ace. Because just like Charizard, Pikachu is shit, except even Charizard can actually do something every once in a while.

But yeah it's solid.

Considering this is an hypothetical situation, if Ash's Pikachu could have let's go starter base stats and a Light Ball equipped, it would be pretty strong (slower deoxys/pheromosa)

It's still useable. Pikachu learns Nasty Plot so it can wallbreak with either Light Ball or Pikashunium.
Obviously, Gengar or Hawlucha would probably be a better choice, but it's not total dead weight
