Heavy plot armor can't alter reality.
Evolution is by definition a literal adaptive improvement. A Dratini and a Dragonite of the same level aren't anywhere near comparable in terms of strength.
Levels are a representation of growth and growth is needed to achieve evolution.

Cyndaquil would be stomped by anything evolved.
The power of friendship isn't enough. Get over it

I almost chose Komala and it might have been a better choice, but once Farfetch'd grew on me I had no regrets.
I also like the Leek/Stick. Makes Leaf Blade crit like 90% of the time.

I imagine that starters roam in the wild along with other pokemon like in the anime and the GO games. So, I started out with a Tepig as my starter. Then, I caught both a pansage and a pidove and then, trained all three. Throughout my journey, all three fully evolved. After traveling through Unova, I went to Johto on the royal cruise or Anville train and then, caught both a Totodile and a Elekid. After traveling through Johto and fully evolving them(with another trainer's assistence), I went to Galar, caught a Silicobra and.evolved that as well.
