They probably thought she looked too similar to Kris. The robe also implies they had an ancient greek(?) style in mind for the region. Latiken was most likely supposed to be a gryphon, some of this influence can be still seen in Blaziken and Lati@s, but to a lesser degree.

I wonder if maybe she's something like an early alpha version of Zinnia. Her robe definitely way different from what anybody else in Hoenn wears, so maybe she's from an ancient tribe? It could be that originally Lati@s wasn't just a roamer, but was a legend you could find after a sidequest.
